Hungarian 7.62x39 Tracer Question - General Ammunition Discussion

I have this tracer here and according to the IAA H/S codes this should be either Romania or Hungary… Poland also uses factory 21 but it says the date should be upside down so l counted Poland out. Whomever l received this from had it labeled as Romanian but how can l be sure? The H/S codes mention an “RPR” next to the 21 but l have other Romanian ammo and have never seen that actually. What’s the best way to determine this 21 on the H/S? Thanks as always…
